But that's the deal: it won't happen that most people do a certain thing - if it's not a general rule. That is why we need good rules. A comparably small avantgarde is important for initiating change. But this change has to convert into social norms

That comes from education. The real problem is obedience to laws and the way they are enforced, as you say. IMHO

@tommy @PaulaToThePeople I suspect the solution needs to come from the bottom up -- a mixture of education, provision of easier alternatives, and pressure on local organizations to use free software.

On the latter point, I was thinking of schools, where Google Classroom seems to be almost universal, but also non-foss alternative organizations whose online presence is through Facebook or Twitter.
