@tommy You're right. Like the climate crisis the surveillance crisis can only be solved by governments and laws.
Within our current system. However, I argue that we need to change the way we organize ourselves as a society. So we may established social norms not by laws and law enforcement
On the latter point, I was thinking of schools, where Google Classroom seems to be almost universal, but also non-foss alternative organizations whose online presence is through Facebook or Twitter.
